City Lips fell to the #3 spot when it didn’t quite make our cut as one of the top two lip plumpers for a variety of reasons. While this product contains humectants and purported collagen boosting ingredients for optimizing lip volume, it fails in our eyes for not containing any patented or active ingredients which are well known to significantly enhance the positive results you are likely to experience. Most products contain around 2% active ingredients, but we actually found some that contain 10% leaving this product that contained zero wanting, to say the least.

Unfortunately, the label does not provide full transparency on the contents to be found inside the bottle. Ingredient amounts are not listed at all, which is a red flag for us. However, many of the ingredients included are scientifically considered to be beneficial for moisturizing skin and collagen production which leads us to suspect that this product might actually be effective.

We found a considerable amount of reviews claiming that this product made their lips tingle and that they saw no change to their lip plumpness. Some commented that City Lips was great as a lip gloss and made their lips appear more plump temporarily but that it did nothing for improving the actual state of their lips.
